VILLAGE OF PALMYRA
Fire and Police Commission Meeting
January 16, 2012
Village Hall
5:30 p.m.

The meeting was called to order by Chairman Glen Schrank at 5:30 p.m. Roll Call: Bill Holcomb, Becky Lurvey, John Mehring, Juli Miller, Glen Schrank-present.
Also present-fire chief Larry Kreger and Ninette Neitzell

Approval of Minutes: Jan. 9 , 2012 minutes were approved as presented on a Holcomb/Lurvey motion. All ayes-carried.

Business

1. Ninette had questions regarding the $8 per hr. part time position and how the hours when she and Larry aren’t at the fire station are to be filled. She was not at the last meeting where this was explained. Commission member John Mehring reviewed this with her explaining that Larry has the option of hiring more than one part time person and using from a “pool” of people but the Village Board and Commission didn’t really want to see more than 1 or 2 people at the fire station at a time unless the Chief was doing something that would require extra help.

Ninette then explained to the Commission that EMT Tracy James will possibly be taking a full time position at a hospital that would offer her benefits. Ninette is asking that the fire commission consider hiring Tracy at $8 an hour with benefits to keep her here otherwise we are going to lose someone that covers a very significant amount of not only on call hours but goes to practically every EMS call. The Commission explained they do not have anything to do with the money part of the fire and ems employees; this has to go to the Village Board for their consideration.

Motion by Schrank, second by Holcomb to table the application from Mr. Schoate’s application at this time. All ayes-carried.

Motion by Holcomb, second by Schrank to table Mr. Weigl’s application so that Larry can contact him to see if he would be interested in the $8 per hour position. All ayes-carried. Glen explained that it wouldn’t be fair to promise Mr. Weigl a certain number of hours or days when we can’t do this for the others on the department. We need to be fair to everyone because some others might want to sign up for some of the $8 an hour time slots. Ninette said that she feels that the $8 an hour positions should be given to those who have shown in the past that they are committed to putting in the time. There are some that never sign up for on call hours and if they aren’t committed to that then why should they be offered the $8 an hour spot. John Mehring suggested a visual board at the fire station that has everyone’s names on it and when they signed up to work and how many calls they’ve gone on. This could be an incentive for them. They and others see who is committed and then when they ask why they weren’t chosen for the $8 an hour, they know.






Motion by Holcomb, second by Schrank to hire Katie Pekrul and Leo Manogue contingent upon a background check, physical, and drug test. Leo Manogue would be fire inspection only and would have to get training to be brought up on the most current fire inspection rules. Katie Pekrul would be bothfire and ems both and also is knowledgeable on fire inspections. All ayes-motion carried.


Chief Kreger reported that they have had two rescue calls and a mutual aid. He also gave an update on the repairs to the aerial truck.


There being no further business, motion by Miller, second by Schrank to adjourn. All ayes – motion carried. Meeting adjourned at 6:23 p.m.
