VILLAGE OF PALMYRA PLAN COMMISSION MEETING
Wednesday, November 30,2011; 7 p.m.; Villaage Hall
CALL TO ORDER/ROLL CALL: Acting chairperson Tim Gorsegner called the meeting to order at 7 p.m. PRESENT: Tim Gorsegner; Jeff Gugin; Bill Holcomb. ABSENT: Sue Agen and Mike Merriner.
ALSO PRESENT: Willard Reich, bldg. Inspector; John Mehring; Ron and Denise Lovell; Jay Hansen; Mr. and Mrs. Garcia; Scott Vandenhouten of Standard Process and Joe DeYoung of MSA.
APPROVAL OF MINUTES: MOTION Holcomb/Z" Gugin to approve the October 12, 2011 minutes as presented. CARRIED.
PUBLIC HEARING
Consider a request by John Mehring in the B-1 Community Business District of the Village of Palmyra Zoning Code, 17.08(2)(e)(9) and 17.08(2)(j) as follows:
1. Application for a code amendment to change the current Building offset from 20 feet to 10 feet to a lot line. Public hearing opened at 7:01 p.m. DeYoung said this was chance to discuss the offset. No comments. Hearing closed at 7:03 p.m.
2. Application for a conditional use permit to construct a new building on parcel 171-0516- 2242-014 in the B-1 Community Business District. Hearing opened at 7:03 p.m. DeYoung said Mehring wants to construct building on this parcel. Due to smaller size of lot, there are
reduced setbacks. Parcel is next to some residential, but DeYoung said it does match the B-1 plan for business area. Mrs. Garcia had questions about the landscaping plans and screening for
the dumpster location. DeYoung had concerns about the limited parking and plans to use onstreet parking for the business. Hearing closed at 7: 1 0 p.m.
NEW BUSINESS
1. Application for a code amendment to change the current Building offset from 20 feet to 10 feet to a lot line. DeYoung stated this is a change being considered in the zoning updates,but not yet adopted. He did recommend approval saying the Plan Commission has flexibility in the Business District. MOTION Holcomb/z'" Gugin to change the offset from 20 feet to 10 feet to a lot line in the B-1 Business District, as specified in the MSA memo of 11/28/2011. CARRIED.
2. Application for a conditional use permit to construct a new building on parcel 171-0516- 2242-014 in the B-1 Community Business District. (location on Taft St., between 3rd and 4th St.) DeYoung said the conditional use request deals with building plans for this site. His
recommendation is to table at this time so he can work through some issues of concern. One is the amount of parking required and which is limited on-site. The building is planned for two businesses. He does recognize the site has limitations due to size. Discussion followed
regarding semi deliveries using the alley way and what use there might be for the 2nd part of the building. Drainage, building elevations and outdoor type of lighting were also discussed. John responded to comments and addressed concerns raised. The business planned (Lovell Sales,
d/b/a Hytorc North) has limited customer contact and operates daytime shift. The Lovells may even use the other portion for themselves at some point. John showed members the type of material to be used for the building (metal siding of beige coloring). He said there will be canned
lighting in front and back, but none on either side. He has also been in contact with the Garcias on the landscaping/screening arrangement between their properties. MOTION Gorseqner/Z" Holcomb to approve the application for a conditional use permit to construct a new building on above parcel subject to the seven (7) conditions on page 3 of the MSA memo of
11/28/2011 and removal of the dumpster on the residential side of the property. CARRIED.
3. Approval of the site plan and plan of operations for parcel 171-0516-2242-014 in the B-1 Community Business District. Mehring submitted updated plans at this meeting with some modifications to ones on file. DeYoung said he wants to work with John on site elevations. John
said most of the drainage will go toward the alley. He was asked about downspouts for drainage. He said the building has not yet been ordered. Plans have not been approved by State yet.
MOTION Holcomb/Z'" Gorsegner to approve the site plan submitted tonight and plan of operations for above parcel subject to the four (4) conditions outlined in the MSA memo of 11/28/2011, pages 3,4, and including grading and drainage issues to be worked out with the
Village Engineer. CARRIED. John said he wanted to start working on site preparation now; hope for February 1st occupancy of building. Joe didn't think work could start yet. They will be discussing this. P.C. members didn't feel parking arrangementsl plans were a concern.
4. Resolution to amend the Future Land Use Map for the Village of Palmyra
Comprehensive Plan. DeYoung stated the map needs to be amended to allow Standard Process to annex land into the village off of Hwy 106. This is transitional type property. It also includes any other expansions of village property not included in the current land use map. MOTION Gorseqner/Z'" Gugin to approve Resolution 2011-15 amending the Future Land Use Map and to forward to the Village Board and Public Hearing before that board. CARRIED.
5. Discussion/recommendation for establishing zoning classifications for Standard Process/Tutton/Calkins, Town of Palmyra properties: 024-0516-1643-000,024-0516-2112- 000,024-0516-2111-000,024-0516-2113-000 & 024-0516-2114-000, being considered for annexation by the Village Board.
Petition has been submitted by Standard Process for annexation to village of the above properties referenced on 11/11/2011 petition submitted to the village. The plan commission can decide temporary zoning if the annexation is approved by the village board. Joe recommends B3
temporary zoning at this time. A public hearing will be held before the village board, possibly in January. Holcomb asked how much land is involved - Joe said about 65 acres. MOTION Gorseqner/Z'" Holcomb that based on positive review by Dept.of Administration and paperwork
for application to annex to recommend the village board go forward with annexation and that temporary zoning should be B-3. (Temporary zoning outlined in MSA memo of 11/21/2011 for the properties listed above). CARRIED.
There was no other business. MOTION Gorsegner/2nd Holcomb to adjourn CARRIED. Meetingadjourned at 8:22 p.m.
