October 12, 2011 Plan Commission Meeting
VILLAGE OF PALMYRA PLAN COMMISSION MEETING
October 12,2011; 7 p.m.; Village Hall
CALL TO ORDER/ROLL CALL: Chairperson Sue Agen called the meeting to order at 7 p.m.
PRESENT: Sue Agen; Bill Holcomb; and Mike Merriner. ABSENT: Jeff Gugin and Tim Gorsegner. Also present: Andrew Bremer of MSA and John Mehring.
APPROVAL OF MINUTES: MOTION Holcornb/z'" Merriner to approve the minutes of August11, 2011 meeting with the correction on line 3, under New Business Item 2, at the start of the line the "r" should be a "t" and the minutes of August 31, 2011 meeting as presented. CARRIED.
NEW BUSINESS
1. Contined Discussions on the Palmyra Zoning Code Update,
Andrew Bremer started the review with 17.01 of the Zoning and Development Code. He noted that in all the 17.01 and to the end of the Sections the gray highlighted areas of the copy given Plan Commission members are additions/additional language. Some of the Sections are
renamed and moved around. He went through the additions, and in some cases deletions, and explained reasons for the new highlighted areas. There was some discussion and clarification asked for on some of the language. Considerable discussion was held on 17.02, Items 6 and 7,when John Mehring asked for the differences between "garages" and "storage structures". On page 6 "Unclassified Uses" Andrew noted that a paragraph was omitted, but will be put into the next draft. Under 17.03, page 12, a suggestion was made to tie on site dumpsters to the
length of the building permit. Andrew stated that a lot of this review was tweaking what is currently in the Code. He did say what the previous code didn't address was the community's right to set conditions on Conditional Use applications. This is needed. This meeting reviewed
about a third of the Code. The next review will be another third.
There was no other business. MOTION Merriner/2nd Holcomb to adjourn. CARRIED. The meeting adjourned at 8:16 p.m.
